dc.description.abstract | Prover um ensino de qualidade e atractivo tem sido o desafio de muitas instituições de ensino superior, independentemente de serem públicas ou privadas. A crise financeira internacional, que tem impactos nos sistemas nacionais de ensino superior, o surgimento de cada vez mais instituições de ensino superior, a devolução ou descentralização da responsabilidade do nível governamental para o nível institucional, a competição nacional e internacional pelos melhores estudantes, docentes e fundos, a pressão imposta às IES pelas políticas, leis e regulamentos do ensino superior, exige que estas adoptem estratégias de sobrevivência neste ambiente de incertezas. Esta dissertação pretende estudar o planeamento estratégico como uma das possíveis respostas que a IES usam para fazer face a estas vicissitudes e avaliar o impacto do uso da gestão estratégica para elevar o seu nível de desempenho e competitividade global. Para o efeito, foram analisadas as experiências de outros países para ver como o planeamento estratégico foi usado como instrumento de mudança para alterar o desempenho das IES. Os resultados da pesquisa mostram que o planeamento estratégico é uma poderosa ferramenta de gestão que, combinada com uma liderança forte e outros instrumentos de política e de gestão, para sustentar o edifício da transformação e da mudança, pode causar as mudanças desejadas nas IES. Como o trabalho não esgota a discussão do problema em análise na presente pesquisa, recomenda-se a realização de mais estudos que envolvam as diferentes perspectivas de análise para tornar o estudo desta área mais robusto em Moçambique | en_US |

dc.description.resumo | Providing quality and attractive education has been a challenge for many higher education institutions, regardless of whether they are public or private. The international financial crisis, which has an impact on national higher education systems, the emergence of more and more higher education institutions, the devolution or decentralization of responsibility from the governmental level to the institutional level, the national and international competition for the best students, teachers and funds, the pressure imposed on HEIs by higher education policies, laws and regulations, requires them to adopt survival strategies in this environment of uncertainty. This dissertation intends to study the strategic planning as one of the possible answers that the HEI use to face these vicissitudes and to evaluate the impact of the use of the strategic management to raise its level of performance and global competitiveness. To this end, the experiences of other countries were analyzed to see how strategic planning was used as an instrument of change to change the performance of HEIs. The survey results show that strategic planning is a powerful management tool that, combined with strong leadership and other policy and management tools, to sustain the building of transformation and change, can bring about the desired changes in HEIs. As the work does not exhaust the discussion of the problem under analysis in the present research, it is recommended to carry out further studies involving the different perspectives of analysis to make the study of this area more robust in Mozambique.
